Description

Creates an instance of TCustomImage32.

After calling the inherited constructor, Create initializes the following properties:

BitmapAlign to baTopLeft;
OffsetHorz to 0;
OffsetVert to 0;
Scale to 1.0;
ScaleMode to smNormal;
